The Comparative and International Education Society (CIES) is pleased to announce its 58th Annual Conference, which will be held at the Sheraton Centre Toronto Hotel, in Toronto, Canada from March 10-15, 2014.

This year’s conference theme, “Revisioning Education for All”, is intended to provide our scholarly community with an opportunity to critically and comparatively reflect on the history, contemporary issues and future of the EFA movement in a global context marked by rising social and income inequality within and between nations and shifts in the global balance of power. Is EFA the right frame, the right social imaginary, for global and national education goals? Or is it a frame that has outlived its utility and relevance? Critics have argued that EFA is meaningless if it does not address equity of learning outcomes and bridge widening inequality of access to higher levels of learning. Some view EFA as too tightly tied to traditional models of schooling, outdated in a time of massive technological innovation. Others are intent on adding new, highly prescriptive learning goals into a post 2015 vision for EFA. More broadly, EFA has been viewed as a Western effort to legitimate economic globalization – providing little more than a bandage on more grievous forms of social injustices within and across nations. Yet others note that the EFA agenda has played an important role in one of the most rapid expansions of access to schooling in modern history.

CIES Toronto will provide a unique opportunity to reflect on EFA during the final months leading up to the deadline for achieving the Millennium Development Goals. We will ask conference participants, including researchers, representatives of global institutions, civil society, and education practitioners, to explore the adequacy and future of EFA, moving us beyond the historical focus on access to basic schooling. Our goal will be to spark new conversations about inequality, inclusion and innovation both inter-nationally and within nations and about global governance in education.

We also encourage scholars of other levels of education – from early childhood through to adult education and tertiary level learning, as well as those interested in learning outside formal educational systems - to share their views on a reinvigorated framing of the “education for all” concept.

Proposal Dates and Categories

With the above in mind, the CIES 2014 Conference Committee invites you to submit proposals in the following categories:
  • Individual papers
  • Individual posters
  • Group poster sessions
  • Group panel sessions
  • Workshops

New this year we are seeking proposals for posters sessions – groups of individual posters organized on a common theme, topic, question, method etc., and presented as part of a group session. Common at AERA, this is a highly effective way of presenting a joint book or research project in which there are multiple sub-projects or parallel chapters being produced. Group poster sessions may include a brief introduction by the session proposer.
All proposals should contribute to the advancement of theory, practice, methodology or fieldwork in comparative and international education.
The early bird deadline is October 4th, 2013. The final deadline for all submitted proposals is November 15, 2013.Proposals should be electronically submitted through the Click here to submit proposal: CIES online submission system, and comply with the requirements detailed in the guidelines below. Proposals that do not comply with these requirements will not be considered for inclusion in the program.

91st Annual Meeting, April 10 to 12, 2014
Illinois State University, Normal, Illinois

The 91st Annual Meeting of the Central States Anthropological Society (CSAS) will be held at the Bloomington-Normal Marriott Hotel and Conference Center, adjacent to Illinois State University, from Thursday, April 10 through Saturday, April 12, 2014. Faculty, students, independent scholars, and practitioners are invited to present or hear papers, give poster presentations, and participate in workshops and roundtables in all four fields of anthropology, including applied subdisciplines. This meeting also offers an opportunity for anthropologists from throughout the central states area, from institutions large and small, to meet, talk, and network together in a welcoming professional environment, and through several informal activities (a dance, planetarium presentation, and some ethnographic films).

Submission of abstracts (limited to 250 words) for individually volunteered presentations, organized sessions, and posters is encouraged. The CSAS also encourages student participation in the conference, including the submission of abstracts. Students are also invited to enter their submitted papers in our undergraduate and graduate prize competitions.

Congratulations to EPE Alums

Dr. Ilona Szekely, an EPE alum who heads the art education program as an assistant professor in EKU’s Department of Art and Design, received the KY Art Education Association's Higher Educator of the Year Award for 2013. The award recognizes excellence in teaching, research and service.

Dr. Casey Owen Shadix has been appointed the new Director of Recruitment and Diversity Initiatives, College of Health Science, UK.

It's Your Choice...

EPE798 Comparative Higher Education can also be taken Face2Face!


For those interested in EPE798 Comparative Higher Education listed as a DL class this spring, I wanted to answer some questions about how the class will be offered.

Using a blended delivery method developed by Dr. Joan Mazur, the course delivery will offer you a CHOICE.  CHOICE™ is a Dr. Mazur's acronym for Choose How Online Interaction Can Educate.  What this option means is that we will be ‘broadcasting’ a face-to-face class on an agreed upon date (when a substantial number of you might either attend a class in person OR synchronously). With help from the UK tech staff we will also record that class on the Adobe Connect system for those of you not in attendance to view at a later time.

So students who want a face to face experience can attend class.  Or you can join me online through the Adobe Connect system.  Or you can view the class after the fact and participate through Bb discussion and group activities. And you don't have to choose only one method...come when you can or log on instead.

I hope that experimenting with this new blended format will provide more opportunities for our students with busy schedules to take advantage of our EPE classes. This format will also allow us to interact with scholars from all over the world.

Seminar Descriptions for Spring 2014



Please see below for descriptions of upcoming seminars offered by UK's Department of Educational Policy Studies and Evaluation.  

EPE 525-001/EPE 773-001  Seminar in Educational Policy Studies and Evaluation:  “John Dewey and American Education”  Taught by Dr. Richard Angelo from 4-6:30 PM on Thursdays.  John Dewey (1859-1952) was one of the towering intellectual figures of the 20th century. When he died, as a biographer recently explained, “he was memorialized as America’s most famous philosopher, revered by liberal educators and deplored by conservatives, but universally acknowledged as his country’s intellectual voice.” Although Dewey’s name has been and continues to be synonymous with progressive education, there’s precious little agreement about what progressive education is or was, or what Dewey’s contribution amounted to.  We’ll discuss some of the classic texts authored by the man himself—e.g., “My Pedagogic Creed” (1897), “The Child and the Curriculum,” (1902), Experience and Education (1938)—but we’ll also sample a range of books and articles indicative of the controversies surrounding Dewey’s name for the last fifty years or so.  Students will be free to work on any aspect of Dewey’s thought or legacy which they find congenial.  A paper (20-25 pages in length) will be due at the end of the term. There will be no final exam. EPE 525-001 is taught with EPE 773-001.  Master's level students should register for EPE 525.  Doctoral students should register for EPE 773.


EPE 798-001  Seminar in Higher Education:  “Policies and Practices in International Education" Taught by Dr. Tony Ogden from 4-6:30 PM on Thursdays.  EPE 798-001 will introduce students to the breadth of the international education field, with an added emphasis on U.S. education abroad and student exchange. Course content will examine the role of national and international policy in shaping international education and overview major student mobility schemes. Through reading of the literature and extensive interaction with practitioners, students will be exposed to a wide range of central topics in international education, including trends in campus internationalization, best practices in program design, and emerging approaches in higher education outcomes assessment research.

EPE 798-201  Seminar in Higher Education:  “Comparative Higher Education”  Taught online by Dr. Jane Jensen as part of UK's Distance Learning Programs. This course meets requirements for the University of Kentucky Graduate Certificate in International Education.  The world of international higher education is vast.  Understanding this world in the context of globalization makes the subject even more complex.  This seminar builds on concepts introduced in EPE555 Comparative Education to explore comparative methods and theoretical frameworks in international higher education research.  We will examine questions of how different nations outside the United States interpret the purpose of higher education relative to a global labor market, what are their policies for access and determining quality, and in what ways they support student mobility within the nation and internationally.  We will also address processes of internationalization and regional collaborations in higher education.


This online course is will have some synchronous sessions both online and face-to-face. Live sessions will include opportunities for off-site interaction and will be recorded for those who cannot attend. You do not need to be able to come to Lexington to enroll. EPE 798-401  Seminar in Higher Education:  “College Athletics”  Taught by Dr. Willis Jones from 7-9:30 PM on Mondays. This course surveys empirical literature and popular commentary examining contemporary issues facing intercollegiate athletics.  The course will cover (among other topics) the economics of college sports, the administrative challenges of athletic administrators, and issues faced by student athletes.

EPE 798-402  Seminar in Higher Education:  “Diversity in Education- Higher Education Access for Diverse Groups”  Taught by Dr. Ishwanzya Rivers from 7-9:30 PM on Thursdays.  EPE 798-402 explores critical topics and issues, current practices, conditions, and policies related to diversity in higher education, including race/ethnicity, class, gender, and sexuality.  Covers current research that explores diversity in higher education, institutional diversity policies and organizational behaviors, campus constituents, and the role of external groups.  Provides an opportunity to examine and discuss current research on class, race, gender, institutional policy, and individual factors that are known to impact participation in higher education.  Particular attention is given to stratification in higher education including but not limited to: the historical and legal context of access; points of access; pathways to higher education; and the effects of various policies and programs.

for Young Professionals (CBYX), a fully-funded scholarship opportunity, 
is currently accepting applications from your students. Please make

The Congress-Bundestag Youth Exchange for Young Professionals (CBYX) is 
a yearlong fellowship to study and work in Germany.  CBYX is open to 
applicants in all career fields, though preference is given to students 
in STEM fields, agriculture, business, and vocational fields.  Students 
traditionally underrepresented in study abroad opportunities are 
especially encouraged to apply.  

The fellowship is funded by the US and German governments through a 
grant provided by the US Department of State, Bureau of Educational 
and Cultural Affairs, under the authority of the Fulbright-Hays Act of 
1961, as amended. More information can be found at www.CBYX.info.

The CBYX program annually provides 75 participants with:
- 2 months intensive German language training 
- 1 semester of study at a German university or university of applied 
sciences
- 5-month internship with a German company in the participant's career 
field
- Transatlantic airfare, health insurance, and monthly living expense 
stipends

Prior German language knowledge is not required, though it is preferred. 
Applicants should have clear career goals and some relevant work 
experience in their career field, which may include summer, part-time, 
or internship work.

Participants must be between the ages of 18-24, possess a high school 
diploma or equivalent, and be US citizens or permanent residents.

Study abroad in London, Summer 2014

Dr. Jayson Richardson in Ed Leadership is thinking of putting together a 
coursethat would culminate in 10 days in London, England. The focus is on 
comparative issues in education between the US and the UK. Points of 
contrast will be leaders, professional development, curriculum, higher 
education, teacher training, and leadership training.

If things work out this year, UNC Wilmington will bring 6-8 students and 
UK will bring 6-8 students. They are building it to meet the needs of 
Higher Ed, C&I, and EDL students. Thus on site, students may shadow 
principals, teachers, district folks, or higher education folks depending 
on the needs. Dr. Richardson has contacts in all of those areas so that 
will not be an issue.

This will be a 3 credit course where the academic parts will be offered 
in the spring or summer 1 and travel will be summer 2. Since it is a study 
abroad course, students get the 3 credits free once they pay for a 1 credit 
of study abroad. According to Dr. Richardson, the trip has been rather 
reasonable in the past (<$2000) plus flight and food (estimate of 
$3500-4000 total).

Dr. Richardson is trying to gauge possible interest in the program to get 
a pulse on potential needs and synergies.  Please contact him if you might 
want to participate.

Anderson Cooper lecture 9/30

The UK Student Activities Board's Multicultural Affairs Committee is 
proud to announce the inaugural SpeakBlue Distinguished Speaker, Anderson
Cooper. Cooper will speak "From The Front Lines" in Memorial Coliseum on 
September 30th at 8 pm. Cooper is known for his personal and emotional 
coverage, especially during his coverage of Hurricane Katrina, the Iraq 
War, and the 2011 Haiti Earthquake. He has been named "Anchorperson of 
the Future", and has been commended for his work promoting equality for 
the LGBTQ community, being the "most prominent openly gay journalist on 
American television".


 Tickets are free for UK faculty, staff, and students and will be on sale 
September 3rd. General Public tickets are $15 and are available for 
purchase on September 7th.  Tickets are available at the Student Center 
Ticket Office or on Ticketmaster for General Public.

Congratulations to Tara Baas

Congratulations to recent EPE alum, Dr. Tara Baas who has just accepted an
offer to work as a Senior Policy Analyst for AMR Management Services downtown
in the Chase building.

As Tara wrote:
"I am really excited b/c it is a family-owned firm, that
prides itself on family friendliness and taking time to recruit employees
with strong work ethics & good senses of humor/personalities. At least 4 of
the people I spoke with over the course of the past month have told me that
"the grass is greenest" there & that they love their jobs-particularly
because of the team culture and friendly environment. The firm manages (or
consults for) professional non-profits. My primary job will be policy
analysis for one of their larger clients-the National Association of State
Procurement Officials. For some clients, AMR handles things like marketing,
conferences, or other limited areas. NASPO is a client whose entire
association is run by AMR."

AERA Dissertation and Research Grants

The AERA Grants Program is accepting proposals for Dissertation and 
Research Grants,with a deadline of Thursday, September 5, 2013. Now in 
its 23rd year, the AERA Grants Program, with support from the National 
Science Foundation, provides small grants for conducting studies of 
education policy and practice using federally-funded, large-scale data

EPE news

Please join me in congratulating Amberly Warnke for receiving the College of Education's 2013  award for Outstanding Staff Member.  Well deserved!

If you haven't yet heard, we are fortunate to have two new faculty members joining EPE for the fall semester:

Dr. Erin Stevenson has been accepted a clinical faculty appointment in EPE.  She will be the Director of the College's new Evaluation Center and will teach courses and advise in EPE.  Dr. Stevenson is interested in finding graduate students with interest and emerging skills in evaluation methods to get involved in projects through the Center.  She'll be located in 143-144 Taylor.

Dr. Ishwanzya Rivers has accepted appointment for a one year Lecturer position in EPE.  She'll teach  Policy Issues in Higher Education in the fall, and likely a Community College course as well as another yet to be decided course in the spring.  Dr. Rivers will also be available to work with Masters degree students on their scholarly papers and to guide students who'll undertake internships next year.  Dr. Rivers will have an office in 145 Taylor.

Please join me in welcoming both Dr. Stevenson and Dr. Rivers.

Amberly has started work to update the EPE website.  If you have suggestions, please let her or me know.

KUDOS to Michael Peabody



I am pleased to announce that Michael Peabody (doctoral student in EPE) has accepted the position of Psychometrician with the American Board of Family Medicine. The American Board of Family Medicine is one of the 24 medical specialty boards and certifies family physicians. Michael will be involved with scoring the certification examination, standard setting, reliability and validity studies, drafting manuscripts, and writing syntax to improve and automate ongoing psychometric processes. Please join me on congratulating him on this new professional endeavor.
